Just today, in Saints Row 2, i was escaping from the cops and i stole a fully tuned out Pheonix that was stuck in a Traffic Jam. Hell, the luxury Justice has a beater variant parked somewhere. Also there are Beater variants for almost every car in game. Yes there are default wheels for each car but in Traffic they are always different. And if you spot the same car you will notice some differences.
